2006-Present: Kitsap County Prosecuting Attorney Civil Division Chief. Manage an office of 9 deputy prosecutors and 5 legal staff. 2000-2006: Senior Civil Deputy Prosecuting Attorney. 1996-2000: Civil Deputy Prosecuting Attorney. Argued cases before the 9th Cir., the WA State Supreme Court, and WA State Court of Appeals. Handled civil cases before the W.D. Wash. and numerous WA superior courts. Presented 12 grievance arbitration and 3 interest arbitration cases to decision, handled over 10 unfair labor practice and question concerning representation cases before PERC. Handled over 12 cases filed with the EEOC and over 12 WA Employment Security benefits appeals. Defended over 37 lawsuits (civil rights/employment/personal injury/property damage). Represented amici in several cases. Handled numerous formal mediation proceedings and informal settlement negotiations. Significant experience in bargaining with numerous labor representatives, including AFSCME, Teamsters, International Union of Police Associations, and individual guilds. Drafted, reviewed, and negotiated hundreds of contracts (goods, services, leases, licenses, labor contracts). 1987-1991: Eisenhower Carlson, Associate Attorney, employment and general business law. 1975-1982: Safeway Stores, Inc. - Retail clerk, Manager trainee, and Assistant Manager for several Tacoma grocery stores.
